이전 기관은 총 7곳으로 ▲경기연구원은 의정부시 ▲경기도여성가족재단은이천시▲경기복지재단은 안성시 ▲경기도농수산진흥원은 광주시 ▲경기신용보증재단은 남양주시 ▲경기도경제과학진흥원은 파주시 ▲경기주택도시공사는 구리시로 주사무소의 최종 입지가 결정됐다.

 

선정 시․군은 중첩규제로 행정인프라가 부족한 경기북부지역 3개 시(의정부․남양주․구리), 한강수계의 수질과 녹지 등 자연환경을 보전할 필요가 있는 자연보전권역 3개 시(이천․안성․광주), 군사기지 및 군사시설보호법에 따른 민간인통제선 이남의 접경지역 1개 시(파주)로 분포돼 있다.

 

이번 공모는 경기남부에 집중된 공공기관을 분산 배치해 지역 간 균형발전과 북부지역 등에 부족한 행정인프라 구축을 위한 조치다.

 

도는 3월부터 기관별 3주간 공모 접수 후, 4월에 1차 서면심사 및 현장실사를 추진했다. 이어 지난 24일부터 26일까지 2차 프레젠테이션(PT)심사를 완료했다.

 

도는 중첩규제로 인한 규제등급 상위지역, 현재 도 공공기관 입지현황, 이전예정 기관과의 업무연관성, 교통 인프라 및 접근성 등을 포함한 입지환경, 도정협력도 등 객관적인 선정기준을 마련했으며, 외부 전문가를 포함한 기관별 선정심사위원회를 별도 구성해 공정성 확보에도 노력했다.

 

확정된 7개 시․군은 입지 대상기관과 연계한 종합 발전방안을 수립하고, 기관이 사용할 건물 및 부지 등의 정보제공과 행정적 지원 등 경기도와 지속적으로 협력관계를 구축해 이전을 추진하게 된다.

 

또한, 공모에 탈락한 시․군에 대해서도 지역균형발전 정책의 취지에 부합하도록 기반시설 조성 등 특단의 대책을 마련할 계획이다.

 

최원용 도 기획조정실장은 “선정 시․군 및 공공기관과의 긴밀한 협력으로 이전이 원활히 추진될 수 있도록 지원할 것”이라며 “이번 이전 정책이 균형발전과 더불어 지역의 활력을 높이는 바탕이 되리라 기대한다”고 말했다.
