The regeneration of Guri-si’s commercial area elicits cooperation and sympathy between citizens and merchants, preserves historical assets and strengthens the identity of the region, as well as humanistic regeneration, physical regeneration that revitalizes the economy by utilizing local assets such as culture, place, landscape, and facilities, and sustainable It should be an economic regeneration that allows activities to be carried out, a social regeneration that revives the local shopping community, and an environmental regeneration that creates a pleasant and attractive environment.

Since 2006, the urban regeneration project in Korea is similar to urban regeneration such as ‘village development’ and ‘new town project’. In January 2007, the Ministry of Land, Transport and Maritime Affairs launched the Urban Regeneration Project Group, and in 2013, the 'Special Act on Revitalization and Support for Urban Regeneration' was enacted and implemented. have.

The beginning of the urban regeneration project was London, England, and was implemented for about 20 years from 1981 to 2001. As a form of urban regeneration project pledged by President Moon Jae-in, Korea invested 50 trillion won in 500 underdeveloped areas across the country for five years through the 'Urban Regeneration New Deal' to reduce the size of the existing urban regeneration project unit project, and to reduce the size of the existing urban regeneration project. It is being promoted in a way that the region leads and the government actively supports, such as installing small-scale living-related facilities.

Urban regeneration project types include 'Reviving our neighborhood' for small-scale low-rise residential areas (area 50,000 m2), 'Residential maintenance support type' for low-rise residential clusters (area 50,000 to 100,000 m2), ‘General Neighborhood Type’ (area of 100,000 m2 to 150,000 m2) for mixed alley commercial districts and residential areas, ‘Central City Type’ for commercial, business, start-up, historical tourism, and cultural and artistic areas (with an area of 200,000 m2); There is an economic base type (500,000 m2 in area) for station areas, industrial complexes, ports, etc., and it is selected by comprehensively considering equity between regions and balanced regional development based on the urgency, necessity, feasibility, and effect of the project. are doing

Commercial area regeneration is generally similar to the concept of urban regeneration, where commercial areas are located in the center of the city. In the regeneration of commercial areas, the competitiveness of cities and commercial areas, such as art, culture, and resources, is discovered and, based on this, a specialized development plan for each city is established to enhance the competitiveness of the city, and functions such as industry, environment, and commerce can be performed independently or separately. The Urban Regeneration Project Group defined it as a complex regeneration project. In addition, Lee Young-beom (2012) can be said to be a project for economic revitalization, community revitalization, and physical environment maintenance that utilizes local physical, social, and human resources to inherit and develop local traditions and characteristics. It aims to solve the problems of underdeveloped communities through civic participation, and is led by commercial and village communities based on civic participation and is a project to strengthen the capacity of the local community through the integrated regeneration of the local economic, social and physical environment.

The causes of the decline of commercial areas vary greatly depending on the location and size of commercial areas, the degree of competition with neighboring commercial areas, functions and status in the local urban system. Factors include suburbanization such as new town and new town development, administrative functions such as public institutions located in downtown commercial areas, transfer of commercial service functions such as business facilities, changes in industrial structure, and insufficient private investment in downtown areas where commercial areas are located , changes in the distribution environment due to the emergence of large distribution stores, insufficient public investment in the physical environment, insufficient policy capacity for local governments, and unnecessary regulations are causing the decline of commercial areas.

The commercial area is a space where the core functions of the city such as purchasing, business, and production are concentrated, and it is a space that serves as the heart of the city. In particular, the growth and decline of the urban area where the commercial area is located has a great influence on the urban development.

As a strategy to promote the regeneration of commercial areas, first, local governments and experts actively support this to enable active participation of residents as the main body of commercial area maintenance, and a paradigm shift in the plan that plays a catalytic role is required. There is a need for a master plan that can establish a comprehensive maintenance roadmap at the hierarchical level of the district by closely examining and analyzing the specificity of the commercial district and the global situation. Third, the most important consideration in the development of commercial areas is the activation of commercial functions, which can be called economic regeneration. Therefore, it is important to maintain the physical environment and design of commercial areas focused on economic regeneration. Fourth, it is necessary to introduce effective project implementation through step-by-step environmental improvement and education programs for residents. Fifth, the urban regeneration method of commercial areas needs to be dualized and promoted not only through the existing urban environment reorganization project, but also through gradual and diversified urban regeneration such as small-scale urban planning projects, shopping mall remodeling projects, and extension and elevation improvement projects. In addition, the government needs to come up with an active support plan for the gradual method. Sixth, in order to vitalize urban functions, it is also necessary to support professional manpower nurturing in connection with local universities or specialized schools. Support is needed so that they can be dispatched to cities or counties.

Accordingly, Guri-si should seek to revitalize commercial areas that revitalize the local economy through humanistic, physical, economic, social, and environmental regeneration based on cooperation and sympathy between citizens and merchants.
