질의 1) 취임 6개월이 지나 계묘년 새해를 맞았다. 그동안 시정을이끌었던 소감은?

 

의정부시민 여러분의 뜨거운 성원과 지지로 취임한 지 어느덧 6개월이 지났습니다. 챙겨야 할 업무도 많고 살펴야 할 현장도 많아 시간이 참 바쁘게 지나간 것 같습니다.

 

매주 금요일 현장 시장실과 각종 행사장에서 시민의 목소리를 생생하게 듣고 있습니다. 하루하루 바쁘게 보내고 있지만 시민들을 위해 헌신한다는 마음으로 보내다 보니 바쁜 만큼 보람도 많았습니다. 시민들께서도 제가 내 놓은 새로운 정책에 대해 좋게 평가해주셔서 힘이 나고 든든합니다.

 

시민의 삶을 바꾸는 도시가 되도록 우리 의정부시 직원들과 함께 최선을 다해 열심히 뛰고 있습니다. 30년 가까이 공직 생활을 하며 행정 경험을 쌓아 왔지만 시장이 되고 나니 하루하루가 새롭고, 시민들의 불편함을 해소하여 더 좋은 의정부시로 거듭나야 한다는 책임감과 사명감을 느낍니다.

 

질의 2) 그렇다면 괄목할만한 주요성과로 내세울 정책이 있다면?

 

지난해는 시민이 있는 곳이면 무조건 달려가는 등 소통을 통해 민선 8기의 새로운 기틀을 마련하는 데 주력했습니다.

 

또한, 시정 전반에 걸쳐 권위를 내려놓고, 실질적인 내용을 키워 시민을 최우선 가치로 생각하는 시정을 펼치기 위해 다양한 변화를 시도했습니다. 취임과 동시에 청사 출입 통제시스템 운영을 중단했습니다. 의정부시 시민들은 출입통제시스템 없이도 자율적으로 공무원들과 소통할 수 있는 성숙한 시민의식을 가지고 있습니다.

 

시청 문을 열고 출입통제시스템 운영을 중단시킨 것은 시민과 협치 시정을 펼치겠다는 약속의 첫 실천이었습니다. 또한, 시청 로비는 시민갤러리로 조성했습니다. 시청 로비가 시민들에게 일방적으로 시의 정책을 알리는 공간이 아닌 시민들의 일상이 전시되고 시민들이 자연스럽게 소통하는 공간으로 탈바꿈한 것입니다.

또한, 시의 주요 정책들을 성공적으로 추진하기 위해 정책혁신플랫폼을 만들고 실행중심의 정책워킹그룹도 운영하고 있습니다. 총 11개의 주제로 진행되고 있는데, 민·관·학이 협치하는 정책 거버넌스로 운영됩니다. 워킹그룹은 추후 과업을 완수하면 해산하고 더 많은 새 그룹이 새로 과제를 찾아 작동할 것이며, 이 과정에서 협업하는 조직 문화가 확산하리라 확신합니다.

 

질의 3)시장 취임 후 ‘현장 시장실’을 지속적으로 운영 중인데, 시민들과 소통은 어떻게 평가하나?

 

현장시장실은 ‘내 삶은 바꾸는 도시, 의정부’라는 시정 슬로건을 실천하기 위해, 시민의 삶을 바꾸기 위한 첫걸음으로 시작된 정책입니다.

지속적으로 현장에서 시민들의 생생한 목소리를 듣고 문제의 해답을 즉시 찾아나가고 있으며, 시민들도 문턱 낮아진 현장시장실에 대해 매우 만족하고 있습니다. 저는 앞으로도 소통을 최우선 가치로 정하고 시민과 진정성 있는 소통을하기 위해 노력할 것입니다.

질의 4) 2023년 새해 일자리 창출 및 지역경제 활성화를 위해 구상하고 계신 것이 있다면?

 

​올해는 기업 하기 좋은 도시, 양질의 일자리가 많은 도시를 만드는 데 주력할 계획입니다. 우선, 청년을 위한 질 높은 일자리를 창출하기 위해 청년복합문화공간을 확보하고, 청년 사업을 청년이 직접 할 수 있도록 청년협의체 운영 지원도 확대할 것입니다.

 

장기적으로는 장암동 도봉차량기지를 이전하고 이 자리에 4차 산업혁명 시대에 맞춰 테크노밸리를 조성할 계획입니다. 또한, 기존의 용현산업단지는 발전종합계획을 수립해서 노후 산단을 미래형 특화 산단으로 다시 탄생시킬 것입니다. 이를 통해 의정부는 스마트 기업 도시로 도약할 것입니다.

질의 5) 반환공여지(캠프 카일, 캠프 레드클라우드, 캠프 잭슨) 개발에 대한 구체적인 계획을 밝혀달라

Over the past 70 years, Uijeongbu has been sacrificed its citizens' property rights due to various regulations along with its image as a military city as a national task of national security. From now on, it is necessary to break away from such a negative image and create an urban space that gives hope to citizens, especially future generations.

 

The city I dream of is a city where citizens are the owners. To hear from citizens that Uijeongbu City has been transformed into a 'city full of quality jobs', 'a city where you want to walk', 'a city with easy traffic in all directions', 'a city where you can enjoy culture in everyday life', and 'a city with dense welfare'. We will do our best.

 

In addition, we will not forget the original intention of faithfully fulfilling the promises made with the citizens and serving the citizens. We will repay the support and encouragement of the citizens by creating Uijeongbu, a city where the citizens are the owners, a city where the lives of individual citizens are better.
