지난달 20일에 개관한 동두천 복합문화커뮤니티센터(이하 센터)에 동두천예총(이하 예총) 사무실이 입주한 것과 관련, 2일 제334회 동두천시의회 정례회 개회식 5분 자유발언에서 황주룡 의원은 “특정 단체에 대한 밀실 특혜 행정 의혹을 해명하고 책임 있는 관계자를 문책하라.”며 목소리를 높였다.

 

황 의원에 따르면, 새로 지어진 센터에 예총 사무실이 들어선 사실을 황 의원을 포함한 시의원들은 개관식 당일 시설물 내부를 둘러보고서야 알게 됐다는 것이다. 개관 당일까지도 시 관계부서에서는 의회에 전혀 알리지 않았다는 말이 된다. 통상적으로 입주 단체나 기관 목록 등 신축 공공건물의 내부 공간 사용 용도는 사전에 의회에 보고하고 의견을 듣는 것이 관례라는 점에 비춰보면, 매우 이례적인 경우다.

 

시 산하 수많은 단체 대부분이 새 건물에 들어가고 싶어 할 텐데, 유독 비공개로 유일하게 예총에게만 기회가 주어진 것을 황 의원은 문제 삼은 것이다.

덧붙여 황 의원은 “예총이 사무실을 옮겼다는 사실은 시민 알 권리 차원에서도 널리 공지되는 것이 당연한데도, 시에서 배포한 보도자료에는 그 어디에도 예총 사무실 이전에 관한 언급이 없었다.”라며, “구렁이는 발이 없는데, 제 발 저린 구렁이가 담 넘어가듯 조용히 처리해야 했던 것 아니냐”라고 말하기도 했다.

이 과정에서 공정성이 결여되면 특혜 시비가 생겨납니다. 그리고 투명성을 갖추지 못한 행정적 의사결정은 밀실 행정이라는 비난을 피할 수가 없습니다.

 

공공자원, 그중에서도 신축 공공건축물의 공간은 시민의 혈세로 조성된 예산으로 만들어집니다. 한정된 그 공간은 누구나 탐을 내고, 그러하기 때문에 어떤 주체가 어떤 목적으로 어떻게 사용하도록 할 것인지의 선택은 공정하고 투명한 행정적 의사결정 절차에 따라야 하는 것입니다.

 

지난 11월 20일, 오랜 공정 끝에 완성된 복합문화커뮤니티센터 개관식이 있었습니다. 이 자리를 빌려, 무사히 건물이 완공될 수 있도록 애쓰신 시장님과 관계자들의 노고에 다시금 감사를 드립니다.
